  7. The newest service available to PEACESAT users in the Pacific Basin is access to
  8. the Internet, the worldwide network of networks.  Remote terminal connections
  9. from PEACESAT GOES-3 earthstations are made over a full-duplex satellite voice
  10. channel using 9600 bps modems.  At the University of Hawaii in Honolulu, the
  11. satellite modem connection terminates in a Sun SPARCStation which is attached to
  12. the University's high-speed fiber-optic network.  Internet connectivity is
  13. provided through a T1 (1.544 Mbps) connection to the FIX-West hub at the NASA
  14. Ames Research Center shared with the University and its PACCOM (Pacific
  15. Communication Network) Project.

  17. PEACESAT, the Pan-Pacific Education And Communication Experiments by Satellite
  18. program, is a project of the Social Science Research Institute of the
  19. University
  20. of Hawaii.  It provided telecommunications services throughout the Pacific
  21. Basin
  22. beginning in 1971 using the NASA ATS-1 satellite, then ATS-3, and now the NOAA
  23. GOES-3 meterological satellite.  The U.S. government has supported PEACESAT and
  24. its technology since the inception of the project, the University of Hawaii
  25. supports the program headquarters with federal assistance, and PEACESAT sites
  26. in the Pacific support their own local operations.  Federal funds are now
  27. administered through the National Telecommunications and Information
  28. Administration (NTIA).

  30. NOAA provices PEACESAT with bandwidth for up to nine half-duplex
  31. "push-to-talk" voice channels and three full-duplex voice channels on
  32. GOES-3.  The half-duplex channels are used for teleconferences among any or all
  33. sites, while the full-duplex channels can be used on a point-to-point basis for
  34. data, facsimile and slow-scan video transmission.  PEACESAT airtime is
  35. available
  36. to all participants on an equal-access basis under participatory management
  37. policies overseen by the International PEACESAT Users Group.

  39. PEACESAT's mission includes:
  40. *    Supporting environmental and medical emergencies
  41. *    Supporting distance education
  42. *    Providing access to information
  43. *    Transfering appropriate technology and applications
  44.  
  45. New sites may purchase PEACESAT earthstations for approximately $27,000 upon
  46. PEACESAT approval of their request and local approval of frequency use.
